Is Trump Playing 3 Card Monty With U.S. Policy?

BY ANDREW GIOVINAZZI

September 24th, 2025

It feels like President Trump is playing political 3 Card Monty: baiting the opposition into outrage with provocative statements, only to quietly push through policy moves while critics whine.

It’s like watching those street hustlers in NYC running a game to lure in unsuspecting tourists and walking away with their cash.

Say what you will about President Trump, he certainly knows how to keep his opponents off balance.

He shows up at the UN, gets his microphone cut, then stretches a 15-minute speech into 45-minutes, calling climate change panic a waste of time, blaming it for crippling Europe’s industry, and accusing the Deep State of using unchecked immigration to undermine Western culture.

That definitely grabbed headlines.

But while Trump was pissing off the UN,, his staff quietly acquired more strategic stakes in key companies.

One was rare earth producer MP Materials Corp (MP). Frank Gregory told me about that company last year in Cap Gains, and I later added it to Flash 10 when its Option Fingerprint (which gauges long-term open interest by institutions) suddenly spiked.

This strategic government investment is just the start.

America’s Growing Pursuit of Critical Mineral Resources

A few days ago, the Trump administration bought into Lithium Americas Corp (LAC), a key supplier of lithium, the critical component for electric vehicle (EV) batteries.

It’s a strategic move that ensures the U.S. has access to vital resources, just in case.

For years, previous administrations left the environmentally messy business of lithium extraction to China, just as they did with rare earths, handing Beijing a massive edge in controlling materials essential to the AI and tech revolution.

Trump may roll back EV mandates, but he still wants the U.S. producing critical materials. He’s letting the market choose its path, but when this administration commits to a direction, it moves decisively.

LAC 1 Year Chart

At Option Pit, we had LAC in several spots, but Frank flagged it in Special Situations some time ago, netting a 70% gain after the “One Big Beautiful Bill” included carve-outs for domestic mineral production.

Frank is a genius at this kind of stuff.

Right now, he’s looking at a small group of tiny companies most likely to go up big between now and the end of the year.

If you want to know more, Mark will be trading them LIVE tomorrow at 4:30 PM EST.

You can join him here.

Another way to take advantage of this strategic government spend on rare earths is with Albemarle Inc. (ALB) as another strong U.S.-based producer.

With renewed attention on lithium, expect the algos to start snapping up EV automakers next.
